Digital Transformation Measurement

It is a nationally approved indicator issued by the Digital Government Authority (DGA) that aims to assess the extent to which government entities comply with the fundamental digital transformation standards and to systematically and consistently measure their level of digital maturity. This measurement enables government entities to diagnose their current position in the digital transformation journey, monitor progress achieved, and identify strengths and improvement opportunities, thereby contributing to the enhancement of institutional performance and the improvement of the quality and efficiency of digital services delivered to beneficiaries.

The Digital Transformation Measurement is based on a clear and structured methodology that evaluates entities across a set of approved perspectives, domains, and criteria, through the review of policies, procedures, systems, and digital practices, and by measuring the extent of their implementation and effectiveness. This measurement serves as a strategic enabler for achieving the objectives of Saudi Vision 2030, by strengthening digital governance, supporting government integration and interoperability, and enabling entities to realize sustainable and comprehensive digital transformation.

Digital Transformation Assessment Methodology (DGA)

Our Methodology for Digital Transformation Measurement:

  • Step 1: Assessing the Current State of Digital Transformation Maturity (Measurement)

    Tasks:

    1. Review the Digital Government Authority (DGA) report from the most recent measurement, if available.

    2. Identify weaknesses and projects that should be included in the roadmap to improve the assessment.

    Outputs:
    A Current State Assessment Report detailing the level of compliance with the measurement standards and recommended improvement actions.

  • Step 2: Gap Analysis and Development of an Improvement Plan

    Tasks:

    1. Review the requirements of the new measurement once released and prepare the work plan and priorities.

    2. Coordinate with departments on the required tasks for each entity and set deadlines for submitting documents to the Measurement Platform.

    3. Form a team to collect service data according to the requirements of the Digital Government Authority (DGA).

    4. Form a team to review attachments for the measurement before submission on the platform.

    5. Develop a communication plan and schedule regular meetings to monitor progress.

    6. Establish escalation and follow-up mechanisms and a timeline for implementing improvement and development tasks, taking into account quick wins.

    7. Approve the final plan for submitting the assessment in the Government Digital Transformation Measurement Indicator.

    Outputs:
    A Work Plan to enhance compliance with the Digital Transformation standards and requirements.

  • Step 3: Implementing the Digital Maturity Enhancement Plan

    Tasks:

    1. Support staff in executing the work plan and addressing identified gaps.

    2. Identify the required attachments for each indicator, explain their requirements to the responsible departments, and assist them in documenting information.

    3. Monitor the completion of documents and fulfillment of requirements.

    4. Prepare dashboards and monthly reports to track progress, identify challenges, and propose improvement actions.

    5. Assist the team in preparing and submitting documents and requirements on the Measurement Platform during the first phase.

    6. Review and analyze the Digital Government Authority (DGA) feedback on the first phase standards, as documented in their official report, to identify gaps and corrective actions.

    7. Enhance and improve documents and requirements for the second phase to ensure addressing feedback and raising compliance with the standards.

    Outputs:

    1. Support provided to staff in executing the work plan and closing gaps.

    2. First and second submissions on the Measurement Platform.

    3. Monthly reports.

  • Step 4: Measurement Tool

    Tasks:

    1. Install, configure, and activate the Measurement Management Tool on the internal server environment (On-Premises).

    2. Launch the tool and configure permissions and accounts in accordance with organizational requirements.

    3. Prepare periodic and ad-hoc reports to monitor progress and compliance with the measurement standards.

    4. Train the team on the proper use of the tool.

    Outputs:

    1. Tool configured and activated.

    2. Training workshops conducted.

  • Step 5: Technical Support

    Tasks:

    1. Conduct training workshops during the support period.

    2. Perform on-site visits during the support period as required.

    3. Provide technical and operational support for the Measurement Tool, including responding to inquiries and troubleshooting issues.

    4. Carry out tool maintenance in accordance with the Service Level Agreement (SLA) from the launch date.

    Outputs:

    1. Technical support provided.
